The building, a former commercial structure was renovated into a new facility to house private law firms, the State of Wisconsin Legislative Fiscal and Reference Bureau. It is one of the structures surrounding the Capitol Park in which the State Capitol is located.
The exterior of the commercial structure was removed and two floors added. The building envelope was reconstructed with a native Wisconsin stone to relate to the State Capitol. The existing mechanical and electrical systems were abandoned and completely rebuilt. The HVAC System was designed and built as a closed loop water source heat pump system that provides flexibility and individual space control. Electrical and telecommunication systems were updated and designed to provide the maximum flexibility for revision and updating.
Office Remodel

The challenge was to remodel 27,000 sf of space in One East Main for three State of Wisconsin agencies with a combined staff of 100. Spaces include open workstations, private offices, conference rooms, service and support amenities. The new work environment is better suited to team interaction and modern information technologies then the former spaces in the State Capitol.
In addition, the project adds new space allowing the Legislative Fiscal Bureau to host the Joint Committee on Finance during budget negotiations. The added remodeled space provided conference and support space as well as a new location for clerical and reception functions. The primary meeting area serving up to 50 persons was intended for visiting legislators as well as full staff gatherings, with independent access, kitchen support, and audio/visual capabilities. A library with natural light was added for convenient research and copying/storage functions were improved.
Upgraded finishes, custom furniture, premium lighting, and artwork throughout help unify the addition with the remodeling into an efficient working environment. The current state budget negotiation process was successfully completed here in July 2001.
